Why is it that you or me would be heavily fined if we dropped litter in the street, yet these binmen get away Scott free    I have lost count of the times we have to go behind the binmen and tidy up.  :

Another of those unanswerable questions!

We are very lucky here in South Ribble.    I believe we have the best binmen in the country.    There is no nonsense about not emptying your bin if the lid is raised or anything like that.   They do a good efficient job and don't mess about.     Neither do they leave any litter behind them.
